Yes an owner can do that, that's what one should use for temp administrator, whereas assigning an owner to the device means you lose all rights to access the device, even locally on your PC, so it's a much more serious commitment.
But I like that you lose the right to access anything if you assign a owner for the male (as opposed to device owner) as long as if things go wrong the device owner can withdraw male ownership and take back control of the device.
Sort of like, if you knew a guy has married and divorced 11 times this past year you'd not marry him, and you don't need to know the names of the ex-wives to come to that conclusion :)
